The Communist Mongolia is quite overshadowed in the history book if you ask me. You don't really see many media platforms actually mention anything much about this country during that time.

The Celestial Khagan Bek (person) embodies the ancient Greek cynicism rule/observation of Diogenes: Absolute highly ethical and moral person with wisdom, living one month in wealth in the Gold Palace then next month living in Mongolian Tent, etc. One ethical violation the person is removed and a new search begins throughout the countries within the Celestial Alliance. If person is not found (similar to Diogenes looking for an honest person) then the office is absent for a year. Then the whole populace votes in their perception of who is honest rather nomination, legislative voting and appointment of 'The Celestial Khagan Bek'. The person sleeps across from the large Gold empty 'The Celestial Emperor Chair'. The spectacle will show discipline, honor, patience and the imperfectability of human beings. Open to all persons, no matter of religion or the lack of religion. The person must keep an observational journal.
