That heap of shit might ride around town ok 90% of the time, but get it in an emergency, say a bit of speed, maybe some wet weather and a bump, and suddenly the dynamics of the car are thrown out and it will react terribly, possibly costing someone their life or turning them into an invalid.

It's reasonable to allow it to be driven to get remedied.
In most cases, they’re allowed to drive it for a certain period of time until they get it fixed, subject to certain conditions depending on what needs to be fixed (e.g. if the headlights don’t work, they’ll put a condition on the defect notice saying the car can’t be driven at night). If it’s too dangerous to drive, they’ll ground the car.

yes, well, it's not something that you want. Our cops are generally massive A holes and they look for any thing to give you a defect notice and fine. People get fined for having basic car mods, it's ridiculous.
They don’t care about it just raising money for the good ol government. You have to pay to go for the inspection to get the canary sticker off your windshield too.

I worked at a car impound in Victoria, and for parking in a clearway, it cost people $400 just to retrieve their car, then another two fines of $150 each.
Most of these people couldn't even afford to get their cars out, let alone pay the additional fines, but some people pulled out wads of cash to get their Mercedes out, and wouldn't blink an eye.
$700 for parking illegally is not justified, it's disgusting.
