14,000 GVWR is exactly that. The trailer and load cannot weigh more that that. You can’t throw an extra 15% on the trailer to haul more weight. If you take the trailer off of the tow vehicle, it can weigh no more than 14,000 lbs. If you connect it back to the town vehicle, you CANNOT add more weight to the tongue and be legal.
