Governor-Him & his group came to the prison during the day to immediately start a shootout at Rick’s group with a more loud/reckless approach. Even the places they live are polar opposites: Rick-Lives in a Prison that looks unwelcoming & abandoned. Governor-Lives in Woodbury that looks welcoming & filled with people. Rick-Never killed his own people in rage. Governor-Has killed his own people in rage. Rick-Was beginning to recover & heal from losing his wife Lori. Governor-Was beginning to lose his façade & became more broken from losing his daughter Penny

The first 3-4 seasons of the show were so good. I loved the conversations they had in the early seasons. Season 3 Rick was the best imo. He was fully adapting to the new world now and was having personal and mental issues he had to face.
Honestly the whole “restitution for your own lack of insight, failing to see the devil beside you” followed up with the “oh I see him alright” lines are such god tier lines if you think the Governor represents a Rick without a Hershel who couldn’t move on from Lori’s death as by the time this conversation happens both Rick and Gov were still recovering from Lori’s and walker penny’s deaths and it’s probably why Rick doesn’t fear the governor as he knows what he is aka his inner demons and it also shows that the Governor is bullshitting as he was constantly failing to notice that he was simply too far gone.

This is not only my favourite episode of Season 3, but quite possibly my favourite episode of the show in it's entirety. And it's mostly just the two sides sitting down; talking to each other.

I think with Negan and the governor the distinct difference was like you said, the governor by himself was much more maniacal and chilling, where as negan was actually more level headed and reasonable. It was however, how they led that caused negan to be so feared. His people would absolutely do anything for him because he was respected and never acted off emotion. The governor used fear tactics and coercion to get people to do his bidding, along with reacting improperly a lot of the time based on grudges. And as we saw,. They turned their backs on him both times when they came to the realization they were fighting a meaningless war. Negan instilled his demeanor and blunt attitude to the saviors and kindve molded them into the ruthlessness he had in himself.
I always thought it was an oddly cringe moment that rick calls the governor "the town drunk that knocked over my fence and tore up my yard" .......and then the gov shamelessly informs rick that he brought whiskey. Then rick has this look on his face like "sheesh...i was right" why wouldnt phillip just pass on bringing up the whiskey.
The dinamic between Rick and The Governor was 10 times better than the one Rick had with Negan. Negan did kill Glen and Abraham but that was fair considering that Rick and the group attacked the savior’s first without knowing how many of them there were , while The Governor killed army man , killed Axel , killed Milton , killed Andrea , killed Martinez , almost raped Maggie , got Tara’s sister and niece killed and choped Hershel’s head off and let him suffer from the pain on the ground. Rick knew tha The Governor was the most evil man he has ever meet in his life cause when The Governor told to him to see the devil beside him and Rick told him that he was seing him , that wasnt sarcasam cause The Governor was really a devil for all those thing’s he did.
