The behind the scenes video shows how they filmed it which is worth checking out. I think maybe the car represents tyler's mind, which is kinda falling apart, and the hooded figure sometimes driving is Blurryface. He keeps going in this cycle with the car breaking more and more before he finally manages to escape but at the end of the video he's back in the car and stuck in his own thoughts again.
I take the meaning of the video to be Tyler being stuck in a cycle, not in control, and it almost hurting other people. But at the end the music and people save him from destruction.
