This turned him into the guy he is now. Through a chain of events, Zapp blackmailed Nixon into granting him Captain for life, or he will reveal to the world the botched clone experiment, which was pretty much Zappgate. Nixon, not wanting to deal with another scandal, agreed to his demands.
This was supposed to be the voice of Phil Hartman (the Simpsons' lawyer Lionel Hutz), but than he was murdered. I heard that the actor who got the job decided to imitate Phils' voice in the character. You can really hear how it is similar.
