It's funny. Here, the Windows version is running in software mode, which explains why it looks worse than I first remembered. The hardware accelerated mode really polishes up the PC port.
The PC version is smoother and has texture smoothing, but with 1 MB of video memory, the PS version has dynamic lighting, when driving under bridges and in tunnels, the car interior is also shaded.
That's true, but that's because this is being rendered in software rendering. Pc version is able to have dynamic lighting/shading when rendering using Glide (old API used in 3Dfx's Voodoo GPUs).

Need for Speed II was incredibly disappointing to me. They discarded everything that made the original game unique to me: the simulation handling, the road courses and the police chases. When I played it for the first time, I just got deflated immediately...
Completely agree with you. I was disappointed with NFS2, it was nothing like the 1st game, all race tracks were laps, no cops, no other cars on the road besides the racers, total failure. NFS3 sequel was amazing.

PC easily wins but it is surprising how close the PS1 version is. It just runs at a lower resolution and framerate (between 15 to 30) with no anti-aliasing. I was expecting more wobbly textures that the PS1 is known for. Especially when you compare other 3d Accelerated PC games at the time to the PS1 version.

There is no contest, the PC version (Special Edition) is the strongest. It has the strongest graphics, a bonus track and 6 bonus cars. The standard PC version is underwhelming, but it is only with having 11 opponents in a race that it sticks out. The PS1 version is just average and my least favourite NFS on PSX - frame rate issues, dated graphics, and worse than the first game by a long stretch. Overall, I think NFS II is the weakest of the first six entries as it has no cops, it is very arcadey with weird physics and lacks much that the first game had. I still really like it though!
Acho uma versão bem competente de PS1, diferente do NFS3 que a versão de PS1 é bem ruim e voltou a ficar melhor no NFSHS e NFSPU porém é claro que a versão de PC é superior.
