    Does the narration sound bad, like it has reverb or is distorted by compression or otherwise defective? The music sounds ok. (The synthesized "Thanks for listening" sounds better than the human narrator.)

      I think they used a cheaper tape medium and recorded narrations at a lower speed to save production money. Remember that the reel-to-reel tape medium could and still can get prohibitively expensive and for multiple-narrated sessions, a single short-reel tape recorded at half or even 1/4 of the normal recorded speed is the best financial solution to this day. Like 7 inch 45 or 12 inch 33 rpm vinyl record cutting session. Sometimes the best financial solution is a 7 inch 33 rpm mini-album for a little under 15 minutes to save money. It's unusual, but it's still fully compatible with your favorite 33 rpm player.
