  • A Public Panel on the University Enquiry Process
    Date: 22 March 5.00 to 7.00 p.m.
    Venue: JNU Ad Block/Azadi Chowk
    The Panel:
    1. Justice (Retd.) A.P. Shah, former Chief Justice of the Delhi High Court and Chairman of the Twentieth Law Commission.
    2. Warisha Farasat, Delhi-based lawyer previously with the International Center for Transitional Justice, New York, and Centre for Equity Studies, Delhi.
    3. Dr. Mrinal Satish, Associate Professor of Law and Executive Director, Centre for Constitutional Law, Policy and Governance National Law University Delhi.
    The Questions:
    a. Can the ‘High Level’ Enquiry (HLE) process initiated and conducted by the University Administration be considered a proper enquiry with reference to the established norms and procedures of the University and the objective of seeking the truth?
    b. Did the conduct of the HL Enquiry and steps taken during it and after submission of its report uphold the principle of natural justice?
    c. In the light of a. and b., does the HLE provide any legitimate basis for taking disciplinary action against students?
    The Format:
    The view of the teachers that this was not a legitimate enquiry process would be placed before the panel. The University Administration would also be invited to present its perspective. The distinguished panelists may put any questions they deem necessary to these presentations. After that the panelists would express their individual views on the theme of the event.
