How do you hit back at an enemy that lurks through the anonymity of cyberspace? Is it enough to build a defense against cyber-weapons, or is it also necessary to develop capabilities to counter attack? If there were a cyber attack, maybe we'd get lucky and it would shut down the television too, then there would be no way to encourage people to engage in "widespread panic."
