Yes and no. Think of the number as simple "parts". Sometimes I'll see formulas that don't add up to 100, 1000, or 10000. Sometimes they stop at 9700 or 12250. So Linalool 800 simply means 800 parts Linalool. Rosemary 30 is 30 parts Rosemary. The % concentration of Linalool and Rosemary would depend on the total parts in the formula. e.g. if Linalool and Rosemary were 100% of the formula, then Linalool would be 96.4% of our formula, and Rosemary would be 3.6%. But if our total parts were 10000, then Linalool would be 8% of the formula, and Rosemary would be 0.3%. In short, it all depends on the total parts in the formula.

The juice inside the bottle, as an input cost, is relatively low. For a 100ml bottle of an EDT, the cost of juice is often between $1 and $5. Of course, there are many other costs involved, e.g. bottling, distribution, marketing...
The 800 Linalool means 800 parts Linalool in the 4100 parts of the formula. Most people will simply put a "g" at the end of each number and see that there are 800g of Linalool in a 4100g batch of the concentrate. Then you just need to do a little math to convert your batch (and Linalool) to your desired size.
The Cinnamic Alcohol should be Cinnamic Alcohol (50%) according to the patent. Probably won't make much of a difference but might given its tenacity.

When making perfume does it matter what u add first or last? or do u not have to care about the order of putting oils?
I don't believe it matters very much. However, an experienced perfumer (or chemist) may disagree.

Correct. If I were to make this again, I wouldn’t add Vertofix. Check out the formula in the linked patent.
