No matter if you have Free Supercharging or not, if you let you car sit there for over 5/10 mins after your battery reaches max capacity, they start charging you as an initiation to get people to move so others can charge. Price varies by location but you should see the fees listed in your Tesla app.

My local zoo used to be free parking but they where loosing money so now its paid parking up front where you get your ticket. But also at the time they built a new enclosure for a brown and a polar bear but out at separate times.
You could leave your car there if you didn't mind a BIG Surcharge for staying over 1 hr. Speaking of 1 hr. - why would it take that long on a V3 charger? Should have only taken 30-35 minutes.
