You should take out both guards in the room then drag them both into the cabinet, then hide the weapons in the corner next to the cabinet. It's more efficient and gives you time before the target makes it into the room. Otherwise a great vid.

Security is tight but nobody reacts to a clown running back and forth with a silver briefcase and spectators don"t react when clown throws something in that tiny pool and runs back between security guards;ridiculous!

No matter what I do, I can't get the lady ready for the ceremony. What am I missing?
Edit: tried this about 20 times to the pixel. Got Zoe in position 6 times, each time one of the guests found me before before I could snipe her.
Light up the pile of cash with the mini firecracker to lure her out, you could also shoot the torch too but that method is really unreliable. Once you've climbed up hide near the cannon, there are only two guests you need to worry about here, the guy on the phone and the guy who smoking. You just need to be patient and wait for the right moment or get to position early like I did.

Complete all opportunities and 5 assassination challenges in the Landslide mission. You need to have access to the legacy missions in order to play it.

It can distract NPCs longer than other distraction tools also not suspicious like the audio distraction device and can be use to ignite things on fire like the pile of money here or any oil spill, gas leak etc.
