It should work without film. Check the battery contacts and compartment for battery residue-old instax cameras were often left with batteries inside and corroded terminals are common.
Yes, Heavy duty batteries drop in voltage easily, the camera needs 6v total, heavy duty batteries quickly drop to 4-5 volts just after a film pack or two. That's why the manual recommends alkalines.
The original Mini 7 has the model in front, although some versions or colors don't have any model name or number at all. The Mini 7s has the model name on the top plate. The Mini 7+ has the name in front. Also, all the model names and numbers are painted on so if a camera has been well used, the number may not be visible or be rubbed off.
