The Testament of New Ezekiel from Outlast 2 makes me glad I don't live in the in the middle of nowhere, let alone surrounded by a town of crazy-induced sociopaths & psychopaths. (But then again, that is another that I'm afraid of.)
Don't forget that OG Saddler wanted to keep Leon as a puppet , that's why he didn't kill him immidiatly and if Ada didn't clutch in , he would have won . He also searched for a cure , just to find a way to make the parasite immune to anything , which is a gamble but still reasonable . And had a plan B to send his army to america if he fails to send Ashley , so there is a possibility that some of his man escaped . In Resident Evil 5 we even see one of the Ganados becoming a Leader .
Honorable mention: The Black Veil from Dead by Daylight. If you don’t know what that is, search up ‘The Dredge DbD’. Edit: they helped create it. BTW, they worship the Entity, who is basically an elder god who can traverse the multiverse.
I don't know where I would include this but I remember Father Theodore in The Evil Within 2, sure his members are all monsters but he was a crazy cult leader nonetheless. Unitology being #1 is way to perfect, literal worst of the worst.
How about these video game cults The Rippers from Days Gone, The Project At Eden's Gate from Far Cry 5, The Mythic Dawn from The Elder Scrolls IV Oblivion, The True Eye Cult from Dead Rising 1, The Children Of Atom from Fallout 3 and Fallout 4, and Zachary Hale Comstock's cult from Bioshock Infinite and yes i know some of these games aren't horror games but i don't know of any other horror games that have cults

Honorable mention: Deacons of the Deep (summarizing my best cuz way too much lore) These guys started off as an organization sealing away “horrors the deep”. The deep being an abyss, but eventually they would start to lose their sanity and many succumbed to the deep. Their leader who is a serial canninal, dreamt of an “age of the deep” and so the deacons eventually would worship him and the deep by feeding him more people. Due to circumstances involving the world going to absolute shit, their operations would end. What’s chilling is their predictions did come true. It wasn’t just typical cult babble built on lies like with everything else in Dark souls. The dlc takes place potentially hundreds of thousands of years in the future and the world has become a geometrical mess of remnants from kingdoms that’s sinking in a black ocean and is riddled with abominations
You haven't mentioned that the key motivation of the Order in SH was to reborn their "God" and bring the paradise on earth, creating an utopian world. It makes them probably the most powerful cult in videogames since their actions could lead to reshaping of reality. Also, the "God" isn't clearly evil or either kind. He appears in both angelic and demonic forms
Gotta give it up to the resident evil American government that sent “one person” for the president’s daughter. Instead of…you know THE ENTIRE MILITARY?

I don't remember seeing any Ganados in Resident Evil 5. They were replaced by the Majini.
