This is only my take on this‚ don't take it for granted. Both enemies were on note blocks. When the note block is struck by the spike ball put next to it‚ it goes up‚ bringing the enemy with it‚ then down again‚ giving the enemy a fast downward momentum. However‚ the enemies go out of the note block before the latter goes back to its initial position (the Chain Chomp because it can't share its position with the muncher that was put inside the note block and Ludwig because he fell off the semi-solid that was put behind the note block). So the script "remove the downward momentum when the note block goes back" doesn't run‚ and both are stuck with the downward speed of a note block going back to its original position‚ which is more than enough to prevent their jumping around‚ and apparently Ludwig's attacks (maybe he thinks he's in the air 'cos he's falling??)
