    To clarify: The Lord of Pain does not say "on their turn", so you can squeeze out some extra damage from instants!

    Does every cycle of commander decks have to include a blue green land based deck? This is the third cycle in a row with one in it

    One question I have for The Lord of Pain is who is choosing who takes the damage: Pain's controller or the caster of the spell that triggers the ability

      You do as the controller. It triggers on someone casting a spell, then you choose another player. It the caster got to choose, it would probably say something like "Whenever a player casts their first spell each turn, THEY choose another target player." However, as it's written, you always get to choose.
      It triggers on your own spells too, and notably, if you make it to the final 2 players, you and your opponents first spells will be forced to deal damage to each other, since those will be the only legal targets. For example, if your opponent casts a spell, you are the only legal target for "another target player," likewise your spells will damage them.

      The most powerful is probably the enchantments deck. Making those costly broken enchantments cost 4 less is very strong, if omnipotence is in the deck that's crazy powerful. Death toll looks like the weakest of the 4.
