So as a fellow Arizonan I can't understand why with how very precious water is in our state that we don't have catch basins and holding ponds to use this water. It may cause some damage and my heart to those folks but by catching it we can actually put it to use for good....... it makes sense to me.

Because the media is too busy playing with the people and the government with ridiculous election "audits" and recounts. The media deep state has been putting presidents in place for years, our votes haven't counted long before Trump. We acquiesce to their circus show when so much of that time and effort could be committed to infrastructure projects. Throw out our television sets and start governing locally. New York doesn't care what happens to the people in AZ.

This fact has been elaborated in Quran as follows:
      1. And certainly, We shall test you with something of fear, hunger, loss of wealth, lives and fruits, but give glad tidings to As-Sâbirin (the patient ones, etc.). (Al-Baqarah 2:155)
      2. Do you think you will enter the paradise without such (trials) as came to those who passed away before you? They were afflicted with severe poverty and ailments and were so shaken that even the Messenger and those who believed along with him said, “When (will come) the Help of Allah?” Yes! Certainly, the Help of Allâh is near! (Al-Baqarah 2:214)
      3. Do people think they will be left alone because they say: “We believe,” and will not be tested. And We indeed tested those who were before them. And Allah will certainly make (it) known (the truth of) those who are true, and will certainly make (it) known (the falsehood of) those who are liars, (although Allah knows all that before putting them to test). (Al-’Ankabut 29:2-3)
How to deal with natural disasters and calamities:
The holy Quran and Sunnah have guided us in all walks of life; they also guide us about how to deal with the natural disasters and calamities.
Some of these ways are piety, repentance and patience.
Now the outcome of these methods will be briefly elaborated in the light of the holy Quran:
      1. Piety:
When someone becomes pious, Allah SWT resolves his problems and open doors of blessings to him; this fact has been highlighted in the following verses,
      1. And whosoever fears Allah and keeps his duty to Him, He will make a way for him to get out (from every difficulty). (At-Talaq 65:2)

Two words….permeable surfaces. We’re converting to much more of these by my area (Toronto) although slowly. We have had increased flooding from overdevelopment but the way to prevent it is building swales, rain gardens, and driveways/roads/parking lots with permeable pavers. Yes, without these we’ve made flooding far more likely!

Well, given that the state itself is known for flash floods, they have exacerbated it by paving over areas that would have been natural washes and flood plains. It may not have been known when they put the buildings and roads there that during heavy storms the water floods the area. In some areas it can be a one-off event every x or xx years based on rain in the current area or somewhere nearby that causes the flash flooding. I live just outside of Atlanta, Georgia in a residential neighborhood where houses are 20 feet apart. We're all hooked to the city sewer, there are storm drains all over the place on paved roads and all houses are pretty modern. We have large front and back yards, but all of the driveways and street paving, in addition to even more residents and buildings being built up the street have basically caused the area to flood more and more over the years during heavy rains. That wasn't an issue before. Now water runs from yard to yard in a mini flash flood in the middle of the city.
