This is not a glitch, it's intentional. While Nintendo does want you to do the actual level, skipping it with the bubble power-up is not an issue in the code and I think they even tell you how to bubble jump.
i know its not a glitch it just kinda looks like it
It's essentially the same thing as finding a decent strip of ground in in Mario World and using the cape to just fly over an annoying stage.
