I actually know how the plastic piece of the filler neck ended up on the inside. It happened to me as well. Somebody dropped the fuel tank, most likely to do a fuel pump. When they did that, they didn't remove the filler neck so it got pulled inside of the hole like that. When they put it back together, they got lazy and didn't put it back in right.
Makes sense to me. I have a 2003. The plastic piece what holds the filler neck is in the right place, but is loose. I wonder if some of the mounting tabs are broken off.

Sounds like a shady tree mechanics got to it before you did and didn't know what they were looking for as far as the leak. good thing I watched shade tree mechanic as a kid cuz now I really enjoy working on my cars. This is the correct answer. This part has a fitment issue. There is actually a TSB on it. The tabs do not fit the sheet metal correctly and they are often not fully engaged. Then the fuel pump nozzle gets cranked down and they pop off. The fix from the TSB is to file (enlarge)the opening in the plastic so that those tabs can engage correctly. Its just a known bad part from Chrysler.
Great video. And on the jury rig... sometimes we're left scratching something in pure wonderment. Although I gotta give out some props, at least they used something to protect the gas filler tube. Makes sense about the gas tank. No wonder that this time she brought it to Super Doc.

Pipe strap, bailing wire, duct tape and zip ties all are bad but the bailing wire cuts you before you see it. Oh yeah I forgot about the electrical wire nuts.
Whoever cobbed that up put the perforated strap there to hold the fuel filler neck steady to keep it from banging sthe side of the car, because it was not attached at the fill door end.

I did everything right, except where you cut the vapor tube that attaches to the small metal tube that's made with the filler neck. You cut that tip off but I tried to pull it off, which caused me pulling the whole tube off from where it connects SOMEWHERE at the fuel tank. Now I cannot feel nor find where it is supposed to be reconnected to. I even partly lowered the fuel tank to try to find where to reconnect it, but could not. I'm lost. Your video shows everything, but it stops short of the [what if?] question, if that vapor tube comes off and it was not visible in the video. Can I PLEASE get a helpful answer to this dilemma???

I had to have my car towed because it died on me, and the auto-shop said it was the fuel pump. I spent $950 at my local autoshop. Two days after picking my car up, I'm getting gas and I noticed the door to my gas fuel is sitting weird... and then I open it and I find the whole filler neck just floating around. (0.44) I'm having them check my car this weekend, but if they make me pay to fix it...... What are the chance of me fixing it at home? I only have the tire jack and some tools. I just need to move the plastic piece on the outside. Is this something a noob can fix?

My 1998 Stratus would stop then you had to wait 10" minutes before starting again. Turned out to be a failing fuel pump. Ah! I see your comment was 4 years ago so hopefully you've fixed it by now ;-)
They put that piece of plumbing strap on there because the neck wasn’t supported by the plastic piece up top. Why not install the plastic piece right? I dunno.
No go to a shop and have them flush the heater core with a heater core flushing tool.. or you could buy one but you could also blow up the core if you do it wrong then it is a big time mess...
+jeff heflin yea I have. come to find out my thermostat housing is cracked. every time I would check the antifreeze the thermostat would be closed making it seem to be full. but in reality it was not.
Why it isn't law that gas tank straps be made from stainless steel is beyond me. Oil spray your cars people. Krown is the best here in Canada (some locations in the usa too)
Unfortunately, the other guys didn't know to install the shield from the outside. So they shoved it up into the fender from the inside, and then had to figure out a way to fasten the filler neck to the loose shield. You don't have to say it Eric. I will. They were stupid and didn't know what they were doing. Sorry...just sayin'. You saw how easy it was to snap the shield into place from the outside. I think those dudes need another bong hit. Man....
My guess as to why it was rigged and didn't hold was, number one wrong mechanic to have in the stable and number 2 being plum lazyness cause if one tried hard enough one could get that neck to hold up some how ! Someone just got paid full price to do half a** work!
Use NEW SCREWS. I see you reinstalling too many badly rusted screws, nuts, and bolts. It is the only thing about your methods that causes me to doubt the quality of your repairs in some videos.
John Ferguson I agree. He should have a full stock of stainless steel fasteners to use where possible and replace with factory items everywhere else, if the rust issue is so bad.

Those 12v Dewaults work great for small jobs. I own a 12v set.
That cap is actually pretty common. People shoving the gas nozzle in causes it to pop through. I've fixed prob 10 of them this year.

Looks like a junkyard fix. Got the part (as is) from a junkyard. They it in without putting the proper effort into it.
Judging by the pipe strap, a plumber fixed it.
