In Norway they have a "closed loop" recycling system that works with a deposit. The guy reaching for the coke can was not going to drink it, the can is empty and he is going to take it back to the store and get a few coins for it. It's a popular way for homeless and less fortunate people to make a small bonus to their living. Same thing in Sweden, Denmark and Finland, as well as a few other countries.
