Maybe the orange circles on the chest plates are body cams? With a more caring and forgiving TVA, they could use them to make sure the officers are acting appropriately and within company guidelines since now they can't just prune whatever timeline they want and stuff.

I don't really believe there are multiple versions of the TVA. As for why the suits are different- there could be many reasons. Either those are updated suits (we've seen updated suits in season 2), alternate suits for another division, to maybe they're simply suits that were recreated for the movie (so it would be an out-of-universe thing).
Logically, there shouldn't be as the TVA was only formed to hide 616 from other universes. However, it's possible a different Kang had a similar idea to 616. Maybe the Kang in the X-Men universe had that same idea.

So this might also be just a department in the TVA that Mobius *does* know about and he just doesn't much deal with. I have a feeling Paradox heads the 'Nightmare department' would make perfect sense. They deal with dangerous nexus beings. Sylvie wasn't dealt by them because the all saw Lokis as a non threat just an annoyance. Because deadpool breaks the 4th wall, he's seen as more of a catastrophic danger, so thats why they try and bring him in to help, Loki is most likely behind this, esecially as he may now have a softspot for broken, anti hero types to be given a chance like he had. I think they’re going warring factions within the tva. Maybe one side is sent by Loki to recruit Deadpool for the upcoming secret wars and the other side is aware of Lokis plan and trying to take out his recruits before he gets to them

It's possible that a different Kang from a different Universe, let's say 838, for example, made their own TVA to fulfill a similar purpose. That's why the TVA in Deadpool 3 is different. It's a completely different universes.

I think the difference between nexus beings and folks like He Who Remains are that they nexus beings control their own realities, or at least they perceive that they're controlling their realities, whereas folks like He Who Remains trying and control the whole system BECAUSE they can't control their realities.
They could have just updated their uniform. Before the TVA was all about pruning, but now they are protecting the multiverse from threats. So perhaps they have become more combat ready, and also dropped the numeric designations to allow the variants to identity as variants. Obviously them being just another decision makes sense too, but the TVA evolving now they aren’t under He Who Remains’ control also makes sense.

I genuinely think the TVA is militarized as their main purpose now is to hunt down Kang Variants instead of pruning branched timelines. Paradox perhaps wants Deadpool's help to assemble a multiverse avengers team because they have discovered that the Council of Kangs is about to declare another multiversal war.
