    You are lucky to have an officer Hoover that you can talk to and work these things out in a friendly way. It is all about safety and education is obviously better than confrontation. Great work.

      The officers are not against you. Their job is always about education, but part of that is enforcement. Especially when the first response from the drivers that are stopped is they are doing nothing wrong, regardless what you say. They often have to argue that the officer is wrong as well! After 30 years, I can say I was sick of “not me”, “you’re wrong officer” (if they are kind enough to call me officer), why aren’t you getting the “real criminals?” Etc. everything to deflect fault to them. I would/always ticket the offender that argued, knew more than me etc. the job first is education, then correction of the offence (warning or ticket) and if necessary punishment. The guy that was willing to learn and was treating me like an equal, not combatant, would get a bit of leeway as they were more likely to correct the error the next time they were out. I was not with the scales, I was a cop. The tickets were generally much easier where traffic enforcement was concerned. I had a lone driver in a vehicle say he wasn’t driving and asked me to prove he was driving. I showed him the video from the vehicle. He took that to court. The speed was enough for a driving suspension and I even cut him a slight break and left that all up to the courts. The judge was not impressed with the guy saying he wasn’t driving even though he was the sole occupant in the vehicle. It was not a Tesla or any vehicle that was self driving. The judge gave him the maximum suspension and a criminal mischief charge vs contempt. He was now with a record because he was genuinely stupid!! It happens so often, and became more and more common the closer I got to retirement. I believe there are many people out there de-evolving and getting dumber.

      @Rick V that's quite the statement, I had over 1 million safe driving miles under my belt when I retired and never once received a citation over the many times I had both roadside and scale house inspections performed. My truck was always clean inside and out, paperwork was always neat and in order. I found once officer see how you conduct yourself professionally they will treat you with as much respect as you treat them. Argue your case in court not roadside.

      @@LeonardRoberts the reason I made my comment is because what DOT has been doing that I personally know about.
      Last summer DOT went out of there way trying to shut down Farmers & Ranchers. This is facts because I was there. Truck with flat bed park almost in the middle of a field where you could see it from the road but very far from the road. Left the truck there a day before because picking up hay, the next morning we came back checking out tractors getting everything ready waiting on dew to dry up then here comes a DOT with lights going and everything. Then DOT was a smart mouth and said the truck was on the road then he was there for well over a hour inspecting the truck and trailer like you would not believe then he was fussing with the man said the truck was on the road and it wasn't. Truck and trailer was new. Dot miss with the wrong Farmers & Ranchers , he took the DOT to court and DOT lost the case. Also last summer I came across friend of mine we grow together, he was a head over DOT and I ask him about everything going on he said that DOT is going after truck drivers and he said it so crazy what DOT is doing he said Rick I step down from my position because what's happening , he did not any part of that and tired of fussing about it with his overheads so he step down less then a year he's retiring.

    Officer Hoover is a true professional. No yelling or belittling. Simple and straight instructions and he tells you all the laws he is following. By doing that he makes it impossible to argue because everyone is working out of the same book. Great job Officer and DP.

      I'm an ex police officer (London UK) Bearing in mind this is a non-confrontational encounter, even so, Mr DP would be getting some friendly advice from me to let me finish my sentences. In any more fraught situation, the advice might be firmer... It's definitely not a good habit.

    All the comments about not being informed by whatever local DOT enforcement they have to deal with really surprises me, I was OTR for 25 years and have been a local driver for 5 years now. Anytime I've gotten a new truck or piece of equipment first thing I do is keep a eye out for a DOT officer sitting in a lot or on the side of the road and pull up to them when I see one and ask them whatever it is I'm trying to learn so I can stay compliant. Officers would much rather you go looking for them before they have to chase you down, this shows them your doing your best to stay compliant and to do the job safely.. and I live in California! Course attitude goes a LOOOng way with officers, if your a load mouth jerk your gonna have a bad day hehe

      roger that i flat bedded for 13 years always got an mty weight w full tank and half tank(company requirement) chain thickness and grade matters and binders plus attachment points. Good video and ty Officer Hoover

      The other part is that it's the operators requirement to understand the rules not the DOT's requirement to ensure the operator knows so comments about not being "informed" don't hold up when you get stopped.
      Part of the responsibility that goes along with the privilege of having a drivers license.

    That's totally fine! Heavy loads do exponentially more damage to roads. That's just how the physics works. Hauling that 850 does the same wear as 1000 cars driving over the same patch of road. Moving some weight into a pickup moves some of the load and overall wears the road surface less. Same deal with having more axels.
    Obviously we need trucks to move things around so damage is not avoidable. The purpose of overweight permits is to pay for the extra wear & tear on the roads... and I guess in Indiana to check that you aren't exceeding bridge weight limits?
    In theory a state could increase diesel taxes and raise the weight limits but I don't think that would be popular for obvious reasons :)

    I have learned a lot from his videos, very informative and explained in as simple a way as he can. In my experience if getting inspected and a chain is loose and they can tell that I try and keep them tight they just have me crank on it to fix the problem. And just whenever you stop walk around a check your chains one can always work loose and it don't take but a few minutes.

    Thanks DP, another interesting vid that shows a part of how you calculate how much you charge per job you bid.
    And the things you have to figure is as per your work load.
    Thank God you have someone like Officer Hoover who tries to be seriously fair to you and those he deals with.
    I know there's others out there that are ball buster jerks with superiority complex issues who are a pain in the a#@ for heavy equipment operators.

    Interesting video. Hoover is great in explaining. About the overweight on the tandem axles and the over capacity on the front axle, if you move the fifth wheel forward it distributes some weight to the front axle. The length of the neck of the trailer needs to allow for making turns off course.
    Here in the Netherlands the GVW (Gross Vehicle Weight) is 50 metric ton (110000 pounds), an annual permit is possible to 60 metric ton (132000 pounds). Most countrys in Europe have 44 tons, we are one of the heaviest weight permit free countrys in the world. A three axle dump truck with a 4 axle trailer can transport a 30 ton excavator without additional paperwork, width up to 3 meter is also allowed without permit.
    These educational videos are really nice and you are lucky with a good friend like Hoover willing to educate and still be able to make somes joke with.

    Didn't realize the crap you have to go through to haul your equipment from job to job. Love watching your videos I'm a retired plumber been around a lot the equipment you have, can't say I miss ditch work, especially in the winter

      Officer Hoover has been been with the ISP for over 15 years now. I can't remember how long he has been working the commercial vehicle enforcement side of ISP though

    It possible this was mentioned in another comment. When I was running oversize equipment I ran my binder direct to the track and the trailer no chain which allowed me a higher weight rating per connection. I know every state is different. Great video. Nice equipment

    Great video . I have needed permits here in NY a few times and they asked for all axle capacities , the wheel base and the number of plies of the tires . So just have say a 12 ply tire instead of a 14 ply tire makes a difference . I know Hoover sort of pointed that out . But when buying tires sometimes spending a bit more is truly worth it . I personally hate recaps but driving in Manhattan with all the twisting and turning might be the reason why . And you can never have enough tie downs .

    If all bridges and roads were up to standards, an annual permit is possible. But the cost of upgrading and maintaining infrastructure is less profitable than issuing permits.

    EDUCATION, EDUCATION, EDUCATION! Trooper, you are a true professional and I wish there where MANY more like you. Like I tell my troops in Battalion (I'm the license examiner, driver training instructor) and training cadre, knowledge is power. A bit different for us in the military as my troops don't require a CDL, A or B for our vehicles, combination or single. I don't agree with that as they don't get full training as a civilian. I train my troops to FMCSA full standards! After watching your video and how educating, nice, your trooper was, I think I'm going to contact my local troop and try and get training for my guys on a state, federal level.     This officer is great, it appears he wants to get you to your destination, and make sure the roads arent damaged in the process. I love his sense of humor.
    While the permits are annoying I'm guessing they help pay for the extra wear that the weight puts on the road.

    Great video. This information is very difficult to find in Illinois. The book is readable but you have to jump from section to section to find all of the info needed. Would be nice to have an Officer Hoover in Illinois.
    My question for Mike or Officer Hoover is regarding the 100% weight for a chain going from trailer over or through equipment and back to trailer, would a chain going from machine through d ring to other side d ring and back to machine be the same 100% rule?

    New York has anual oversize permits for upto 12 wide and 107,000lbs on six axles like you have. We can get trips permits for up to 141,000 that are only good for 1 week and you have to stay on route the state layed out for you.

    Good informative video for people just starting to learn this stuff. Just a heads up to people that don't haul on a regular basis this is just scratching the surface on regulations as they said this is intrastate not interstate hauling. That's a whole different game and it gets mind boggling with some of the differences between states sometimes. Appreciate the education these guys hand out for peanuts. Stat safe guys.

    Got an annual in California that allows 126k on 5 axles. 20k 46,813 55,243 @ 8" wide then 60k @ 10" wide on the trailer.

    Might need to give the Mack a stretch and a lift axle, just to give you a little more wiggle room on your weight. Especially with that tile plow MBTS built, as I am sure its not light. Good thing you have thick skin, because everyone seems to like picking on you. And thanks to Officer Hoover for taking the time to go into detail about this stuff.

    Did ya see pics the scale house on west bound I-74? A truck managed to get behind the k rail at highway speed in the middle of the night. It stopped about 3/4 of the way through the block walled scale house. Didn't do the driver's health any good.
    Saw a guy get a $4,000 ticket at that scale house. Hauling an excavator big enough to need the counter weight removed to haul. Had all his permits but took the wrong exit at the I-275/I-74 split crossed into Indiana and pulled into scale. She wrote the ticket for every pound over as if he had no permit.

    I got a over axle weight ticket and my truck and load scaled under 80000 thank goodness I was in training at the time and was able to use a loophole and have the court defer it like a regular first time traffic ticket but if I’d had my full cdl I’d not be able to do a deferral

    So this was a very interesting video for those of us who aren't in your field. I learned a lot but most of all I learned it's basically a big racket. I hear in New York state where I live there absolutely terrible about this stuff and definitely don't cut anyone a break. They even stop electrical contractors like me in Vans or box trucks and Landscape trucks you name it they want an nysdot stickers with numbers on your door of pretty much all commercial vehicles and they set up these checks everywhere. I have to have an MSDS sheet for any type of penetrating oil or anything else chemical that's in a can that I carry along with road reflectors fire extinguishers and all that other crap. Do they do all of that for you guys too?

    I think that's why break-away gooseneck floats aren't used any more in Australia... I spent many years carting plant on a quad axle float with up to 32 tons on the deck. Anything over that required the use of a tandem dolly, with up to 48 tons (D8 equivalent). Steer axle weights are still 6 tons without an overmass exemption. Gives a little more leeway when you have that one bigger piece of equipment that you don't need to shift as much as the others...The downside is that it's another piece of equipment to maintain and register, but at least when you need it, you have that versatility... Oh, you need ramps on the back end too... Gooseneck is a bit had to climb over...
