Probably because it wasn't the result of a Video Review. "Inside Video Review" rarely covers plays where the VAR didn't consider the call an error obvious enough to warrant a review. PRO also usually limits its coverage to in-game decisions vs DISCO. OTOH, maybe they'll cover it next week.
To be fair, it looks a lot worse in slow-mo than in real time, and Fishlock doesn't make any protest or give an indication that she considered the contact was anything but incidental.

VAR seems to have completely missed the slap to the face by number 9 for yellow at 3:20. Seems like a straight red.
