Something consistent about bad movies is how the first 30 minutes have no flow, establish very little, and could be easily be cut. There's nothing wrong with starting the movie at the end of our hero's previous mission, but be quick about it, and have it lead to like...the inciting incident. Have him find a dossier with the main plans, or have a bad guy give him a name... but nope.
