This is a problem faced by me only recently. I am taking the same measurement , same quality of dal ,rice etc. I am quite experienced in this field. But somehow not able to solve this issue.

I have a question ....what is the difference between idli rice & boiled rice? Are they same? Also can you please tell me what should be the quantity of water in idli cooker? Namaste mam, while preparing upma or in many recipes u use Chana & urad dal ,mam r they washed n dried and then used for tempering.

Idli rice is generally more starchy used for idli and paniyaram, where as boiled rice is less starchy/sticky so it is used in dosa and uttapam
I also face the same problm of water coming in the last compartment of idli stand

You could do so .. but here in India we prefer to make fresh batter every time

We can add soaking water of urad dal for more fluffiness . poha is not essential

Yes you can use boiled rice. It is better to grind riceseparately and then mix so that the rice will get well ground

What if we add the rice to the ground dal and then grind it all together? Instead of taking the ground dal out and then grinding the rice?
The urad batter may become dilute and there may not be enough place in your grinder
