Is it necessary to give inlet of air to the air receiver tank from the bottom of the tank and let the outlet from top in a vertical tank???

You do not need to plumb the inlet into the bottom of the tank in this scenario. We would generally recommend to bring the compressed air into the lower ports on the side and not he actual bottom of the tank. The bottom port should always have a condensate drain located on the port. If your application requires the compressed air inlet to come in on a higher side port you could use one of the other side ports for the exhaust air, it is simply better practice to use a higher port for the outbound air.
