How do they make the wheels angled? is that something new, i missed?
I have the same question. AFAIK, there is no vanilla way to position wheels anything other than 90° from the suspension blocks.

You can use Steer Override to angle wheels (with steering allowed, remember to disable it afterward for skimmers)
It can be done 😅
