I first thought hanging baskets but now I'm not so sure.
I think it will be for the rectangle garden pots, so they don't fall off the top of the wall.
Rectangle plastic ones she just bought and if she wanted to she could hang smaller pots off the spiral part of the white hooks.

I don't think much of the power distribution contractors, too many men on the job, the replacement pole was obviously not fit for purpose and the mixed concrete wood repair doesn't look like it will last. And leaving fag ends behind as well does not give a professional impression.
