Does American Driver license work?
Your view on the highway system is very dated, you must have been reading from a 40 year old book. Presently the highway system is very extensive, with 4 lane highways reaching every corner of Portugal. Portugal has caught up and caught up fast with the rest of Europe. The highways are beautiful and under used because of the high tolls.
