It’s not a bad game, I really enjoyed it back in the day. Not sure why Sega always leaves it off compilations, if Sega added save-states and rewind ( like in the Genesis / Mega Drive Collection) I bet more people could finish it. When it first came out, I didn’t need save states, but it’s been so long, I might need them now 😂.
This game is great! I love how detailed and colorful the levels are. The music is amazing. The characters add so much variety and charm to the game. The 3D special stages are pretty cool. I don’t play through this game that often, but it is a pretty fun game to play every now and then :3

the levels are randomly chosen, the partners are randomly chosen, there's the day/night cycle, it all makes it seem like the devs originally intended for this game to be a roguelike but couldn't get the randomly generated levels working that could be why the levels are so repetitive and why the bosses are the way they are
The Special Stages, which is (mostly) smooth-running real-time 3D, are normally not possible on regular MD/Genesis unless you cram a SEGA Virtua Processor (SVP) on the cartridge, which would've made it pricey as all hell
I would like this one more were the levels not so anemic. The tether mechanic is fun to mess around with and a nice extension of Classic Sonic's cornerstone physics, and it looks and sounds amazing (although the colours can get a bit garish at times), but there's so little in the actual stages that I just get bored fast.

This game is pure abomination... Taking normal Sonic game concept with its physics, and making totally odd mechanics with two characters attached with a rubber band. Why!?!?!??!?! The game and levels and music are great! But these mechanics.... it's a pain.
The crown jewel of the 32X, and I was pleasantly surprised by this one!
It should've been a Saturn game though.
