How they make a profit is beyond me. The residents are fleeing that place like rats on a sinking ship, the whole downtown is quickly becoming a ghost town, their insurance rates are insanely high, it's blemished by drug-using vagrants everywhere and there's a big chance their business gets vandalized or even outright destroyed and the police/DA won't even do anything about it.

It's not "superficial" damage. Busted glass makes patrons not want to go there. Business traffic takes a hit because potential customers don't feel safe there. That's easily felony damage. Commercial glass pane replacement is thousands for even one pane.
