Could be an artifact of recovering exposure in post? If the original footage was shot on low iso in extreme low light (seems like it), there might not be a highlight to bring back to begin with, resulting in something like this.
No it is because he used a halation effect in post to get this glow in the highlights. When used incorrectly it causes these black spots in the highlights. It‘s called gamut limiter when using a halation effect
