Rule 7-1-7: It is a false start if a shift or feigned charge simulates action at the snap, the act is clearly intended to cause B to encroach, or any A player on his line between the snapper and the player on the end of the line, after having placed hand on or near the ground, moves his hand or makes any quick movement. Based off of the high school rule, it would be incorrect to call a false start on this play. The rule you are referencing is a NCAA rule. If you do want to rule this play a false start, you would have had to say the player entering the game did one of the 3 things mentioned. Thanks again!
And you would have wrongly just taken away an interception by the defense. Hope you enjoy the justified butt chewing youll get from the defensive coach.

I would have shut this down as a false start since the player never got set prior to the snap. 5 yd penalty still 2nd down.
