What is a good time to meet Jack and sally at before the line gets crazy busy ?

I would say either at the VERY beginning or during a firework show or parade

Technically the line is crazy long because you would need to arrive at the park around 2:30 to be the first one in line to enter the party. And once let in, go straight to the Jack and Sally line and you would be one of the first. That said, you still waited in a long line, but didn't waste any party time.
