Chicago siren isn't broken, it's designed to make that sound. The siren tone is: Alternate/Alternative Wail. I don't know about the model.

As I'm Brazilian, I think that or it's an Dam that has broken or a heavy storm, as here we have a lot of hills and can have landslide.
2:40 these are super common as tornado alarms in the Midwestern USA. They are LOUD, like, if you are unlucky/stupid enough to sit below one as it goes off you will get permanent hearing damage. These loud fuckers are often also activated almost daily at noon as a test, which are so loud that you can be in your house having a conversation a mile away and suddenly you gotta stop for a moment because it sounds like the town's alarm overslept and missed Pearl Harbor
Chicago doesn't have broken sirens, it's a old signal called alternate-wail and it stopped using the alternate-wail due to maintenance

9:53, the siren in New Jersey used to be a very different in 2020 and back. Early 2021 the siren changed to this one, as for me the other one was somehow better because it was less scary.......

I live in the midwest where tornadoes are common so the sirens are tested every month. When I lived in Linn County, you could hear them the first Wednesday of the month at 8am. I live in Johnson County now so they go off the same day but at 10am.

The siren at 9:09 is also a Modulator in the "Steady" tone.
Here's how to know what's the difference between the Chicago Tornado Alarm, and Siren Head.
The Chicago Tornado Alarm sounds kind of broken, scary, and many more things.
However, Siren Head is different.
As for the Chicago Tornado Alarm, it sounds completely fine, the same thing with Siren Head. Right? Wrong.
When the alarm lowers the tone for the alarm, you don't hear anything.
For Siren Head, however, when the tone lowers, you will hear a loud roar. Don't believe me? Listen to the difference.

Actually in New Zealand, most of the sirens are the exact same as the UK ones ans are mostly used to call volunteer firefighters to the fire station. It's used as a backup if they phone or pager isn't working. You just happened to get one of the rare ones that isn't. Also the Chicago one isn't broken but people already told you about this so I won't repeat the details.
