This is an addressable system, those detectors are addressable analog clip ones, (source, the IRC-3 is a addressable panel, and when it was upgraded to the est3, they put a clip card on the EST3 so the old devices would work.)

1:03 An event center near me has over 50 Simplex 4903-9101 strobe plates in the arena. I was there once when they went off. Obviously, they weren’t synced at all so it was pretty crazy. That arena has Wheelock EH- series horns on continuous on those strobe plates and they weren’t very loud. I’m pretty sure that a fog machine set it off. This is the type of scenario where upgrading to synchronized strobes would be important. That sort of setup would almost certainly trigger someone with Epilepsy, causing a dangerous situation- especially in an emergency.
Small detail about pre integrities, the housing on the speaker strobe seems to be upside down, vs on horn strobes. Notice how the space between the bottom of the strobe and the bottom edge of the device is versus on a horn strobe.
