    People's communication through community-based associations should be facilitated by UPRI with the LGUs, including barangay LGUs since they have direct connections with the community-based associations, in terms of tapping citizen scientist for hazard mapping and disaster studies.
    Disaster mapping and studies should include the human-induced caused or compounding natural disasters. The likes of road infrastructure engineering or lack of it that causes community flooding, the lack of community fire hazard planning or lack of DRRM plans, or the wars and conflicts that compound the community exposures to natural hazards.
