People's communication through community-based associations should be facilitated by UPRI with the LGUs, including barangay LGUs since they have direct connections with the community-based associations, in terms of tapping citizen scientist for hazard mapping and disaster studies. Disaster mapping and studies should include the human-induced caused or compounding natural disasters. The likes of road infrastructure engineering or lack of it that causes community flooding, the lack of community fire hazard planning or lack of DRRM plans, or the wars and conflicts that compound the community exposures to natural hazards.

Floods, landslides, and tremors that are by-products of natural phenomenons as storms and volcanic activities, cannot be addressed solely by risk assessment systems. One disaster happening could have been caused by a failing condition miles away, a failing condition caused by decades of poor management and economical factors. As a poverty-stricken island nation battling with the uneven upgrowth of cities, our human and technical resources should be equally aligned on ensuring that we blend well with the environment, we maximize the use of our waterways, and we augment the conditions of the poorest. Trash removal and recycling is a major factor in flood prevention. Standardized building protocols reduce landslide risks, and low frequency earthquakes could be both a matter of national and international silent warfare. Risk assessment and modeling are secondary solutions.
