This specific part of india is famous for extremely spicy food. And red chilli is kind of chill compared to green chilli so probably its not as spicy according to their standard's.

Those who are arguing about chilli, let me tell you that there's a variety of chilli called "Degi Mirch" which is in powdered form, added to the gravy just for its bright Red colour and not for its spicy-ness. To make food spicy there's always an option to add green chilli.

I love and miss Pune. Used to be our every-year destination to escape the harsh winter of hometown Shimla. My mouth watered seeing that 'meesal'. It is one of the best dishes ever.
