Its more the culture around NZ in these areas, not the housing which makes it rough, there is really really high density gang population even though it might not look it. these houses are the cheapest to rent on the market and are still like $800+ per week for a 3 bedroom place. Auckland is about 1.5 million. The Government has been building new State Housing and it is a mix of apartments, single housing and townhouses. My American family were amazed at the new builds. The gangs and drugs started to take over in the late 1970s Black Power or Mongrel Mob.
