Gucci didn't need supermodels to grow their brand. The brand in itself was a global hit at the time even.
The models should represent the brand, not the other way around. If you are a famous model and have walked for brands like Gucci and Louis Vuitton, it's a milestone in itself in your career.

If you look at Tom Fords first collection it had Kate Moss, Stella Tennant, Shalom Harlow, and closed with Helena Christensen, the supermodels had been a thing for several years at this point and I think people like Tom Ford were looking forward and thinking "whats next?"
