Why can't you use очень мало to describe very little Russian?
"я Очень мАло говорЮ по-рУсски" would rather refer to frequency, while "я немнОго говорЮ по-рУсски", or "я не Очень хорошО говорЮ по-рУсски", or "я плОхо говорЮ по-рУсски" would describe your ability to speak Russian.
