If the ninja couldn’t move any quieter than that, he wouldn’t need to worry about finding his enemy. His enemy will find him!
His left foot was making the noise on purpose so as to misdirect any attackers. The right foot is quiet.

He did. “Ninja” never existed. Of course there were people in feudal Japan who were spies, assassins, etc. but the “ninja” who were trained in the secretive “ninjutsu” and wore black robes never existed. They were a character trope in theater, the black was supposed to tell the audience that they were invisible, and in the shadows. Look into it, I encourage you to try and find a single reliable first person source verifying the historical existence of so called “ninja”.
