I love how nobody is commenting on the fact that the title is misleading because all you presented to us were theories. The statement "Japan police used this mii to catch a criminal", setting aside you calling them "Japan police" and not "Japanese police", exclaims that the criminal _was_ caught and the _police themselves_ posted the flyer, which you can't prove either or. For all I know, you could be making things up on the fly. And this is exactly how people believe stuff that isn't true.

And I try and call bullshit bc it was like undoubtedly menacing. He then goes on to give us the exact description of the truck and We’re shitting bricks. He says “looks like your mom is coming back” and tells us bye and we pull off. Strangest encounter I’ve ever had.

You weren't paying attention, were you? As the police stated they DID NOT make the wanted poster and actually investigated the poster, determining that it was either misdirection by the culprit or a prank.
3rd theory: What if it was the victim? Seeing the police not doing enough in their eyes, they set out to take matters into their own hands and create their own wanted poster. Maybe they didn't have art skills and thought a mii was the easiest solution to displaying the features they saw. Though they must've been embarrassed when everyone made fun of the idea so they had to keep quiet about it being them.
