Because some of them don't want to pay for a headset (especially if they don't fly GA), or they don't want to carry a headset around for whatever reason. Those standard David clark's are that regionals usually provide.
The cockpit is incredibly loud compared to other jets. At lower altitudes and speeds the noise is produced predominantly from the windshield wipers. At higher altitudes and Mach numbers there is a supersonic shockwave that forms right above the overhead panel. The Gulfstream IV and V solved this problem by placing a row of vortex generators on top of the fuselage right above the cockpit. The cockpit noise was definitely the worst part about flying the 145. The CRJ was a much more pleasant flight deck.

Flap retraction comes after acceleration altitude. At the end of the video the FO is pretty clearly confirming the “flaps up” call and doing it.
