I think it depends on the mindset of the artist/label and how different/original the outcome is compared to the source material. Plus how much of the video that is using the source. Much of the copyright enforcement is based on automatic music recognition and this remix probably stumped that. It may be a matter of time though, the strike might come if the video goes viral. The other answer is that the strikes are somewhat random. You should not take one strike as your only guide.

What happened to the chords? Did you intentionally switch to different chords than the original? They sound so off to me to be honest. It seems that the song starts in minor and you switch to the parallel major chord all the time which is not in the original?
Yeah, the vocals are hitting a note multiple times that isn't in the key of the chords that were chosen.. it makes my skin crawl every time Gotye goes down to that note in the verse.. Should have either pitch corrected, or changed the chords (which is honestly the better option imo)
