Does the water dispense if there’s no electricity. Does it require an electric pump working before water comes out unlike the top load?

The middle button flows continuously nonstop when I press it and I can't stop the flow

First, remove the hose from the bottle so the flow stops. Try pressing another bottom if the one pressed down would come up, if not kindly call a repairer. Thanks ❤️❤️
