why not just keep the toluene in the boiling flask...once you boiled out the cooler substance? After all...you see the temperature on the thermometer,,,and you know the phase change temps!

This answer is a little late, but fractional distillation is generally used in instances where the boiling points between the two compounds are similar in range (typically the when the difference is less than 25 C). The fractioning column allows for the vapor to evaporate and condense multiple times along the column as it travels up the column allowing for distillation when bps are too close in range for simple distillation.
so the only difference is that fractional is purer ..but why do a simple distillation if taking the next step "fractional" is purer? there has to be a difference when using mmj wax/shatter

Since we're cooling the gas in the second phase change in the condenser, why does the temp rise?
because it is an exothermic process
Can we do fractional distillation also for the ones who have difference of more than 25K in the boiling points?
it would just take a lot longer bc the mixture would vaporize and condense multiple times before there is enough condensation to elute.
