My biggest complaint about the first game is that they didn't have Hephaestus giving Zagreus his weapon upgrades. Glad they've thought better of it in the sequel!
We still use daedalus hammers for weapon specific upgrades. Perhaps Hephaestus will have boons that interact with the hammer rewards like we had for other room reward upgrades. Maybe he has a boon similar to rare crop/sunken treasure were it acts like the anvil of fates, you sacrifice one of your current hammer upgrades in exchange for another, with higher rarity giving multiple randon upgrades in exchange of only 1.
They probably ran out of either time or other resources. However it can be also explained with lore: Hephaestus does not like to mingle with other gods, as the ugly one. He prefers to be alone with his workshop. So he is pretty unlekily to help a child joining a party/social event
